The Tarot card reading doesn't need a permit, but conducting business on a city street does. It's called a peddler's license (informally, I'm sure there's a more technical name for it). Go to City Hall and ask about peddler's licenses, it's less hassle than getting cited. Street musicians are different because they just seek donations, they aren't charging for their services.
