Do Daily Horoscopes for one time zone apply for other time zones on the same day?

Say for example one reads the daily Horoscopes printed by the Washington Post in D.C. on their website for April 13th. If the guy reading it is in Seoul, Korea for example, where the time is 12 hours ahead, does that mean that he should actually be reading "tommorrow's" daily , i.e. for April 14th, and is the horoscope only accurate for half a day? Or is this inconsequential because horoscopes aren't designed to be so accurate by the astrologers who compose them. Or, another possibility is that astrology is a hoax all along of course, but given that it is a topic of study by people who take it seriously, how is a "day" defined in specific astrological terms?

  2. I have debated this once with another knowledgable person. We came to a conclusion that any calculation/prediction is applicable at only time. This time has different representations in different time zones. To explain a little further. These effects are caused because of a planetary/celestial body movement. That happens at a particular instant (assuming a global time - ofcourse this is a violation of laws of relativity). So if the effects are predicted for 12 noon PST then it is valid in India at 12:30AM the following day and so on...
