Where do chinese fortune tellers come from?

Fortune telling was illegal in China during the communist revolution but there are still many fortune tellers in China to this day. Where do they come from?

1. This is just a guess but---------China???? Just because something is illegal doesn't stop people from doing it. Blessed be.
2. I would venture that they come from China. They probably never really went away, but just kept it underground.
