There used to be a Tarot of the Month Club where they sent you one Tarot card every month. The problem was it was at random and it was a pain for people to wait six and a half years to have a full usable deck.
I've never heard of anywhere that offers such a service. If you're looking for a deck inexpensively, you may want to try ebay. You can find many different sorts of new and gently used decks for a fairly good price. I've never had any issues with using a pre-owned deck, despite what people may tell you to the contrary. You can generally get a good deck for under $20 USD. If you have a large bookstore or metaphysical shop near you, they usually have a few basic decks. I'd also suggest going to a flea market, particularly if there is a larger one in your area. I had good luck finding them there when I was new to tarot (I used old decks as "cheater" decks with notes).

U.S. Games Systems Inc. has a wonderful selection of all sorts of cards and games. I used to order tons of stuff from them in the past only at wholesale as I used to have a little book and gift shop years ago and I did both sell and collect many Tarot Decks and other ephemera in the past but my interest is more in the history and art of the cards rather than use for divination. But glad I was able to find the company still online, unfortunately I still don't know how to pick up direct links yet but you can google them. The cards are not free but very inexpensive and worth a look because they have a little museum at the site as well and hopefully this may lead you in the direction you seek as I imagine they have other links as well.
