2. wow u got a lot of monsters, id limit it down a little and u can only have 1 witch of the black forest. other than that id give it a 5-6 out of 10
3. I don't believe in 1 to 10 ratings. However, two things to consider. I noticed a few break of the restricted list, so you might wanna pop online and have a look to make those edits. Pot of Greed is banned, for instance. Other than that, you have a few bad cards. And remember, always keep your deck under 41 cards generally so you can draw your best cards :) I wont add stuff, but the least I can do is remove some stuff to 40. 4. Sorry but, 1/10... you put WAY too many monsters, and way too much tributes. try searching a single type you like and build around it. maybe some more defencive traps or trap holes and bottomless trap holes would help instead of mispolymerization and pole position. Some spells like the good old fissure or even smashing ground are great. And personally I pretty much like mana drain. Try putting up some easy special summons like hydrogeddon, mecha bunny, nimble momonga, the tricky or gravekeeper's spy. OH and ...witch of the black forest and pot of greed are banned.
