reading tarot cards, client or readers POV?

When reading a tarot card and you're trying to determine whether it is reverse or upright, do you do it from the way the client is seeing it or the way the reader is seeing it? Like, does reverse mean the client sees it in reverse, or the reader sees it in reverse?
