how do you read tarot cards?

whats it mean to cut the deck? when reading someones fortune (or mine) would i spread out the cards and pick the one im drawn to... or would i pick which ever one ends up on top after seperating the deck? what are the different layouts and ways to tell fortunes? if you can answer those questions for me or give me a website that will answer them that would be great!! thanks!
