Why do celebrities ask to "follow" you the "twitter'er" on twitter?

I joined a well known psychic's twitter blog..I am "following" him..and right after that I was asked if HE could follow me!! What does that mean? OR does he really read, follow or care? Is it just a gimmick? or a safety precaution or what? thanks!

1. None of the celebs I've followed on twitter follow me back, that's why twitter sucks. If you're not a celebrity then it's boring as hell on there cause nobody cares about you. but I have heard of some celebrities that follow people back, but it's probably just a person they hire to do it or something. Depending on how big a celeb this psychic is, then I guess there's always a chance that he's actually following you himself but doubtful.
2. I have no fans, which depresses me.
3. I'm not sure. None of the follows that I follow follow me, but there is a Disney singer, Joey Page, who randomly started following me....no idea why.
4. stars wont follow normal people they dont give a damn they just love when people follow them and all that sh_t...
5. They like to keep their fan base...it is a marketing technique
