Is there a tarot card and cartomancy that represent the meaning of reform?

- Perhaps the 17 in the major arcana as it deals with blending things of the spirit with things of the material world. Spirit can reform outer reality. During the depression many comedies were made to help overcome the direness of outside situation or quell them briefly , at least. A song, book or such that came from the collective consciousness can move great populations to action to overcome oppression or such. Reform is also in the eight of swords and the moving from one defeat or battle to new places and situations.
- Death just represents change. The new is brought in and the old is swept away. It could be subtle or it could be upheaval. The hanged man represents similar -- like out with the old and in with the new. Like an alcoholic sinking to a low point and then giving up drink altogether. It could be a good thing.
