When do U tell Ur tarot card cilent the reversed meaning of a card or do U just tell the postive one?

I am new to tarot reading I understand everyone aspect expect this if A person comes out to U and pick the cups,The Sun,The Star do U tell him the one that he was reversed meaning or 2 out of out 3 or 3 out of 3 1 out of 3 or just let the client chose which one he wishes to be reversed or none of the above
