For someone to start reading tarot cards, do they have to be GIVEN the deck first?

- No. No one has to "give" you a deck first. Like all magickal tools, they are acquired differently but the common ground is how the tool's energy feels to you. One deck could "feel" great to one person, icky to the next and nothing to the person after that. Also, while a deck may look great to one person the graphics may not look good to the next. The best thing is to go to a metaphysical store or other store that sells Tarot Decks and see what "speaks" to you. Some metaphysical shops have open decks that you can look at, others do not.
- I was told to star out with a plain old Rider Waite deck, the traditional deck. I'm glad I did, but now I used a couple of different ones, some gifts, some I bought. I store mine in a wooden box with a crystal and a bay leaf, others in a silk bag. It's worth it to purchase the book that corresponds with your deck. Don't fall for that old "Steal the deck", either. It breaks a commandment and is wicked bad karma. Just buy it and study it with a clear conscience.
- I have no idea where that started or why. No you do not have to be given your first deck. If someone gave you one great, but do not wait for that if there is one that you want. While there are literally hundreds of decks out on the market not all of them are the least bit functional for reading. There are sort of two approaches on this depending on your world view. I am a ceremonial magickian and the decks that I use are used to divine whether or not a particular action will be a good idea. So what I am looking for is a deck that is symbolic and astrologically correct. Think of it as needing to speak the same language. So for me the Rider Waite, Thoth and the Ceremonial Magick deck are fantastic. There are many others too. Those are just my favorites. You are also welcome to just pick a deck that speaks to you. You will know it when you see it, or in my case feel it. When you get the deck think of it as you would a musical instrument. You tune it to your energy by working with it and concentrating your energy into the deck. Sort of like a tuning fork. It is important not to let it just be used by anyone and everyone. Otherwise it is not music, but noise. Good luck and enjoy the journey!
